  • Welcome to the Parkville Code Complaint System

    The Parkville Code Complaint System is an online tool for reporting code violations in the City of Parkville. The following violations can be easily reported in this system: Tall Grass and Weeds, Rubbish & Garbage, Insect & Rodent Infestation, Building & Construction Materials, Residential Outdoor Storage, Non-Residential Outdoor Storage & Displays, Nuisance Vehicles, Exterior Building Maintenance, and Fence Maintenance. Other violations are also accepted with a detailed description of the violation. Please note that in order to process a complaint we need the specific location of the violation (via address, parcel number, and/or other detailed description) so that a case can be opened prior to sending an officer or inspector to investigate.   • Important Information

    The City of Parkville may not use code violation documentation information that was obtained by trespassing, entry without permission, or other illegal means. In general, violations should be documented from public property (streets and sidewalks) or from abutting property with the permission of the abutting property owner. Property owners have a right to privacy and photos or other documentation should never be taken through windows of the home at which the suspected violations exist nor should a homeowner's or resident's reasonable expectation of privacy be violated in any way when attempting to obtain documentation. The following issues are not resolved through Code Enforcement: air pollution, animal regulation, street parking and noise. Please contact the Parkville Police Department regarding these matters.

    Grass and weeds must be maintained at 12 inches or less. All noxious plants (poison ivy, poison oak, thistles, etc.) are prohibited. Property owners are responsible for the maintenance of plant material in any right of way abutting the property.
    Rubbish, garbage, and other trash cannot be left in the yard and must be disposed of properly. The same cannot be allowed to accumulate in the interior of a structure. This includes trash, waste, landscaping waste, and other materials. Unless expressly approved, trash and recycling containers stored outside must be stored to the rear of the building and may not be stored where visible from a public street. Material cannot be set out for curbside pickup for sooner than 5:00 pm the day prior to regularly scheduled collection day and shall not be out for more than 24 hours. After collection the containers must be returned to an appropriate location within the 24 hour time frame.
    All structures must be maintained free from insect and rodent infestations. Any condition that provides shelter, food, or protection for insect and rodent infestations, allowing breeding or harborage, must be eliminated. Exterior areas must be maintained free from trash, garbage, improper outdoor storage, and other areas that actively attract rodents.
    Except for approved stores, building and construction materials may only be stored outside during permitted construction. If no permit is required materials are only allowed for up to 30 to 60 days (depending on project), unless an exception is approved. Sites must be safe and kept free of trash and debris.
    No residential yard shall be used for storage of appliances, building fixtures, junk, trash, or items not made and intended for use outdoors. No residential front, side or rear-yard abutting and visible from a public street shall be used for storage. Outdoor living spaces including porches, decks, patios and similar cannot be used for storage.
    No outdoor storage shall be permitted in any non-residential district unless previously approved. Except for approved storage and display areas, all outdoor storage must be screened to height of 6 feet and storage shall not be visible to abutting residences, unless approved. All outdoor storage areas and access drives must be paved.
    All vehicles must be registered, licensed, and operable. Repairs, painting, body work, disassembly and similar work are not permitted except in approved painting and repair shops. Where permitted major overhauls, painting and body work must take place in enclosed facilities approved for that use. Vehicles must be parked on approved parking pad, driveway, street or parking lot. Except for loading and unloading, no bus, tractor, trailer, tractor-trailer, large commercial vehicles (over 12,000 pounds), or mobile homes may operate or park in residential districts. Recreational vehicles must be parked on an approved surface. Except with a permit or in industrial districts, construction equipment and construction vehicles may not be stored or repaired on the premises unless in an enclosed garage. Where permitted in industrial districts screening may be required.
    Any wood, siding, roofing, railings, walls, ceilings, porches, doors, windows and screens or other exterior parts of a structure must be maintained structurally sound, weather tight, rodent proof, and in good repair. If an exterior surface is not decay resistant, the surface must be treated and maintained with a protective covering or treatment. Structures must be maintained free of peeling, flaking or chipped paint, and broken, torn or missing materials. Buildings that can be occupied, must but be secured.
    All fences on a premise shall be structurally sound, constructed of customary or normal fencing material, sealed or painted unless decay resistant and maintained in good repair.
