Project Overview:

At the beginning of the year, the City kicked off a process to update the 2008 Parkville Parks Plan. The Plan was created to provide a road map for the utilization, development and expansion of Parkville’s current and future park system. Since the adoption of the 2008 Parkville Parks Plan, many of the original objectives have been accomplished; notably, the parks and open space along the Missouri River corridor more than doubled with the opening of Platte Landing Park in the summer of 2014 which includes a new boat ramp, the county’s first off-leash dog park and a recreational trail.

The purpose of this project is to update the existing 2008 Parkville Parks Plan with specific emphasis on the riverfront parks corridor, notably the intersection of Platte Landing Park and the western portion of English Landing Park. The primary goal will be to re-examine community priorities for the riverfront parks and document a long-term strategy for park development that has mutual support from the City and County.


The City budgeted $42,000 in the 2016 Capital Improvement Program for this project. Staff requested financial support from Platte County to assist with the components of the project related to Platte Landing Park. In early 2016, Platte County agreed to budget $10,000 to support the Parkville Parks Master Plan update.

Status Updates:

  • February – The steering committee held a kick-off meeting. The consultant discussed the project scope, reviewed the project schedule, presented demographic and local health information, looked for feedback on identifying key focus group and interview participants, and engaged in discussion on general park issues with the steering committee.
  • March – The City conducted targeted focus group discussions, key leader interviews, and employee interviews to gain perspective of different visions and ideas about the future direction of the parks in an intimate setting.
  • April – The public was invited to provide input at a Community Open House on April 14, 2016.
  • May –  An analysis is being conducted on parks operations and maintenance that will continue through July.  Data collected from the public input sessions was presented to the steering committee.
  • June  –  Preliminary concepts for the Riverfront Parks were presented to  the steering committee. Concepts can be found in the “Steering Committee Meeting Agendas and Minutes” section below.
  • July – A community open house was held during the July 4th festival to receive feedback on preliminary designs.
  • August – A draft analysis on parks operations and maintenance was  presented to the steering committee. The draft can be found in the “Steering Committee Meeting Agendas and Minutes” section below. The steering committee will work to revise and merge the previous concepts into a final riverfront park concept at a second meeting on August 17, 2016.
  • September – The consultant presented a consolidated riverfront park concept for approval by the steering committee. Two draft matrices were included to provide guidance and help manage expectations in regards to cost vs. interest and cost vs. revenue potential. The consultant also presented the second draft analysis of park operations and maintenance, a park reach analysis map and individual park summary sheets.
  • November – The final plan was adopted by the Board of Aldermen on November 15, 2016.
