Liquor Licenses

A liquor license is required for any person(s) to engage in the manufacture, sale or distribution of alcoholic beverages within the city limits. They are regulated by Parkville Municipal Code Chapter 600. Licenses shall be issued for the period of one year beginning June 1st and must be renewed annually.

The City does not require a license/permit for an individual server/bartender to serve alcohol in Parkville.

Required Documents for New Applications

  • Background check(s) through Missouri Highway Patrol (external link) for all new liquor license applicants
  • Photo of exterior of premises to be used for liquor sales
  • Certificate of Occupancy (or building permit only if currently undergoing construction or remodel)
  • License fee payment

Classifications and Fees

  • Classifications & fees (Parkville Municipal Code Section 600.070):
    • Microbrewer per RSMo. 311.195 – authorizes licensee to manufacture beer and malt liquor in quantities that do not exceed 10,000 barrels per year; $37.50/year based on annual production of 500 barrels; over 500 barrels/year additional $7.50 per 100 barrels or fraction thereof; an annual production of additional 400 barrels or less will refund $7.50 per 100 barrels less; may include Sunday sales ($300) from 9:00 a.m. to midnight
    • Package liquor – malt liquor only per RSMo. 311.200(2) – $75; authorizes sale of malt liquor by grocers and other merchants/dealers for sale in original package; may include Sunday sales ($300) from 9:00 a.m. to midnight; limit of one per 2,000 residents
    • Package liquor – intoxicating liquor per RSMO. 311.200(1) – $150; authorizes sale of all kinds of intoxicating liquor in the original package at retail not for consumption on the premises where sold, except for the operation of one or more of the following businesses: drug store, cigar/tobacco store, grocery store, general merchandise store, confectionery/delicatessen store, etc.; may include Sunday sales ($300) from 9:00 a.m. to midnight; limit of two per 1,000 residents
    • Liquor by the drink – malt liquor/light wine per RSMo. 311.200(4) – $37.50; authorizes the sale of beer and light wine by the drink for consumption on the premises between 6:00 a.m. and 1:30 a.m. on weekdays and Saturdays; may include Sunday sales ($300) from 9:00 a.m. to midnight
    • Resort license per RSMo. 311.095 – $450/year; authorizes the sale of intoxicating liquor by the drink for consumption on the premises of a resort as defined by RSMo. 311.095; may include Sunday sales ($300) from 9:00 a.m. to midnight
      • Temporary resort license – $93.75 for 3 months; may include Sunday sales ($300) from 9:00 a.m. to midnight; limited to new restaurants in operation for less than 90 days; application for renewal must be made before 90 days; after verification with Missouri Department of Liquor Control and payment of fees license is automatically renewed for balance of license period
    • Picnic license per RSMo. 311.482 – no fee; allows any church, school, civic, service, fraternal, veteran, political or charitable club or organization to sell spirits, wine and beer by the drink for not more than 7 days per year at a picnic, bazaar, fair or similar gathering; includes Sunday sales from 11:00 a.m. to midnight if the event carries through a Sunday
    • Retail by drink boat license per RSMo. 311.091 – $450/year; allows retailers with a boat or vessel that has been certified by the U.S. Coast Guard to carry 30+ passengers for hire (does not apply to riverboat casinos)
    • Wholesaler, as defined by RSMo. 311.180(9) – $375/year; authorizes the wholesale sale of intoxicating liquor of all kinds
    • Retailer of intoxicating liquor by the drink, limited to distillers and microbreweries per RSMo. 311.070(1) – $375; limited to distiller and microbrewery and allows for sale of intoxicating liquor by the drink at retail provided its sold in close proximity to the distillery; any holder of this license must also have a wholesaler license
    • Tasting permit – winery, distillery, manufacturer, etc. license per RSMo. 311.294 – $37.50; winery, distiller, manufacturer, wholesaler or brewer providing samples off-premises where no sales take place or for customer tastings on temporary or licensed retail premises
    • Retail by the drink caterer’s license per RSMo. 311.485 – $15/day or fraction thereof up to 120 consecutive hours; authorizes temporary permit to caterers and other persons holding licenses to sell intoxicating liquor by the drink at retail for consumption on the premises and service at a particular function, event or occasion at particular location other than the licensed premises; each event is considered separately and an application must be submitted for each event; effective for up to 168 consecutive hours or 7 days

Process

New liquor license applications require final approval by the Board of Aldermen, who meet on the 1st and 3rd Tuesdays each month at 6 p.m. Following their approval, the City Clerk will prepare an approval letter for the State of Missouri and provide it to the applicant. The official Parkville liquor license will not be approved until the City receives current State of Missouri and Platte County liquor licenses.
