Parkville operates under a Mayor-City Administrator-Aldermen form of government. The mayor is elected at-large for a three-year term and two board members are elected for two-year terms from each of the City’s four wards. Board of Aldermen Meetings are held the first and third Tuesday of each month at 7:00 p.m. in the Board Room located on the first floor of City Hall. The public is invited to attend all regular Board meetings.

The Board of Appeals considers applications for appeal where it is alleged that the true intent of the adopted Property Maintenance Code or its rules have been incorrectly interpreted; provisions of the Property Maintenance Code do not fully apply; and requirements of the Property Maintenance Code are adequately satisfied by other means. The Board consists of members of the Board of Zoning Adjustment.
The Board of Appeals meetings are held within 20 days of receipt of an appeal at 5:30 p.m. in the Boardroom located on the first floor of City Hall. Special meetings are at the call of the chairman. The Board consists of the members of the Board of Zoning Adjustment.
Pursuant to Parkville Municipal Code Section 480.010, the Board of Zoning Adjustment acts on appeals of decisions made by staff in enforcement of Zoning Code; variances that would not be contrary to public interests and in cases in which literal enforcement of code would result in unnecessary hardship; special exceptions; and other considerations as may be authorized by the Board of Aldermen through ordinance. It consists of five members who serve staggered, five-year terms.

Pursuant to Parkville Municipal Code Chapter 150, the Community Land and Recreation Board acts in an advisory capacity to review matters of park planning or other issues brought before the Board of Aldermen related to parks; and make recommendations regarding public neighborhood beautification project requests, event approvals occurring on community public right-of-way and park land, and procedures for carrying out such events. It consists of nine members who serve staggered, three-year terms.

Pursuant to Parkville Municipal Code Chapter 154, the Parkville Diversity and Inclusion Commission acts in an advisory capacity to provide special insight into matters of equity, diversity and inclusion and to provide a foundation for open and respectful dialogue. It consists of eight voting members who serve staggered, three-year terms and one non-voting member from Park University who serves for an academic year.

Pursuant to Parkville Municipal Code Section 107, the Municipal Officials Ethics Commission shall have the power to render advisory opinions to the Board of Aldermen in all ethics complaints and to investigate and report on allegations of violations of the City Code of Ethics and ordinance provisions concerning conflicts of interest and financial disclosure by all elected and appointed officials, as well as all employees of the political subdivision.
The Finance Committee monitors revenues, expenditures and budget compliance of the City and oversees the auditing of the City’s financial records and reviews and comments on the annual audit prior to presentation to the Board of Aldermen. It consists of the mayor and one alderman from each of the four wards. Meetings are held the Monday one week prior to a Board of Alderman meeting. Members serve for one year or until replaced by the mayor and board.

Pursuant to Resolution No. 07-01-07, the Industrial Development Authority (IDA) of Parkville, Missouri has the power to issue industrial development bonds to facilitate the financing of qualified business projects within the limits of Parkville, Missouri. Project assistance may include the construction, extension, and improvement of public roads or the purchase, construction, extension and improvement of plants, buildings, structures, or facilities, whether or not now in existence, including the real estate, used or to be used as a factory, assembly plant, manufacturing plant, processing plant, fabricating plant, distribution center, warehouse building, public facility, waterborne vessels excepting commercial passenger vessels for hire in a city not within a county built prior to 1950, office building, for-profit or not-for-profit hospital, not-for-profit nursing or retirement facility or combination thereof, physical fitness, recreational, indoor and resident outdoor facilities operated by not-for-profit organizations, commercial or agricultural facility, or facilities for the prevention, reduction or control of pollution. Included in all of the above shall be any required fixtures, equipment and machinery. Excluded are facilities designed for the sale or distribution to the public of electricity, gas, water or telephone, together with any other facilities for cable television and those commonly classified as public utilities. The interest on the revenue bonds may be tax exempt, which results in a lower borrowing cost.
Members of the IDA meet on an as-needed basis, but at least once a year to approve an annual report and contracts. The board consists of seven members who serve staggered, three-year terms.
Pursuant to RSMo 89.320, the Planning & Zoning Commission reviews and makes recommendations on zoning, development plans, subdivision plats; zoning and subdivision text amendments; adoption, periodic review and update of the City’s Master Plan; and other related planning and zoning activities. It consists of nine members who serve staggered, four-year terms.

The Tax Increment Financing (TIF) Commission permits the use of a portion of local property and sales taxes to assist funding the redevelopment of certain designated areas within your community. Areas eligible for financing must contain property classified as a “Blighted”, “Conservation” or an “Economic Development” area, or any combination thereof, as defined by Missouri Statutes.
