A business license is required to operate within Parkville, as outlined in Municipal Code Chapter 605 (external link). The business license period runs from June 1 to May 31 each year. Any business operating or completing work in Parkville is required to obtain a business license.
A contractor’s license is essentially a business license in order to perform construction activities. All contractors are required to hold an active, approved contractor’s business license prior to obtaining permits or performing any construction work in Parkville.

Below is a list of documents required in order to obtain a license to conduct business within the Parkville city limit. In addition to the requirements for all businesses, the list of documents based on the type of business will also be required. This process must be completed for all new businesses, as well as businesses that have changed location, business name or ownership.

Contractors are required to provide proof of workers’ compensation insurance coverage or proof of exemption, as required by RSMo. 287.061.

*With Parkville designation – business must be registered for retail sales at the Parkville location. This ensures that the sales taxes are appropriated correctly.
Per Parkville Ordinance No. 3150 (external link) and Missouri House Bill No. 1662 (effective 8/28/22), the City can no longer require a “No Impact Home Business” located in Parkville to obtain a business license. A “No-Impact Home Business” is defined as:
- is engaged in the sale of lawful good and services;
- does not cause a substantial increase in traffic through residential areas;
- the activities of the business are not visible from any public street;
- does not use any equipment that produces noise, light, odor, smoke, gas, or vibrations that can be seen, felt, heard, or smelled by a person of ordinary senses outside of the property where the business is located;
- does not sell any goods or services for which health inspection would be required if the business were not located in a residence unless the owner or tenant provides written consent for the Department of Health to inspect the business during normal business hours or at any other time the business is operating.
Any home-based business that does not qualify as a “No-Impact Home Business” is required to obtain a conditional use permit.
Renewals
Renewals are due by May 31st every year. Renewal notices will be e-mailed to the business e-mail address on file annually between April 15 and May 1. Renewals are due by June 1st each year.

Yes. However, it is your responsibility to renew your license whether or not a renewal notice is received. Penalties are assessed for delinquent accounts, regardless of whether you receive a renewal notice or not.
If you move from the current licensed address, you must change that address by contacting Parkville City Hall to notify staff of the new location. A business that moves from one Parkville location to another Parkville location will need to start the licensing process over, as if it was a new business. Licenses are not transferable to new owners or new locations.
Licenses are not transferable to new owners or new locations. If you sell your business, it is your responsibility to notify the City so your license may be inactivated. The new owner must apply for a new license in his/her name.
