Parkville Names Travis Phelan Parks Superintendent

 

The City of Parkville is pleased to announce they have named Travis Phelan as Parks Superintendent, effective Friday, Sept. 26, 2025.

Following the retirement of Parks Superintendent Tom Barnard in June 2025, Mr. Phelan successfully applied and interviewed for the position, earning a promotion from his previous role as Parks Foreman. An employee of the Parkville Parks and Recreation department for 12 years, he brings a continuous record of leading the City through two flood events at English Landing and Platte Landing Parks, logistics for more than 20 parades, snowplow expertise and more.

“I am honored and absolutely blessed to be able to work for such a beautiful parks system, said Phelan. “For over a decade I had the pleasure of working with Tom Barnard. Together we were able to foster and grow so many unique spaces, I believe our parks are truly one of a kind. My hope is that our level of care and dedication shines bright enough for future generations to see.”

In addition to his continued dedication to our city, Phelan is a Certified Playground Safety Inspector (CPSI) through the National Recreation and Parks Association and a recent Certified Arborist. His playground safety inspection skillset will ensure the well-being and safety of Parkville citizens for years to come.

“Travis has been an outstanding member of our Parks and Recreation team, consistently demonstrating both skill and dedication,” said Brittanie Propes, Parks and Recreation Director. “Through his leadership in park maintenance and his commitment to professional growth – earning certifications as a CPSI and Certified Arborist—he has proven his ability to take our parks operations to the next level. I am confident that, as Superintendent, Travis will continue enhancing the quality of our parks and ensuring they remain a source of pride and enjoyment for the entire community.”
