The City of Parkville operates under a Mayor-City Administrator-Aldermen form of government. The Administration Department is located on the second floor of City Hall. Office hours are Monday through Friday from 8 a.m. to 5 p.m. Functions included within the Administration Department include:
- advising the mayor and aldermen on policy issues;
- implementation of policies and directives of the Board of Aldermen;
- enforcement of the Parkville Municipal Code;
- administration of the City’s finances;
- administration of City’s information technology systems;
- preparation and implementation of City’s annual budget;
- management of public information;
- management of official records of the City;
- administration of City’s personnel, compensation and benefits;
- facilities maintenance;
- administration of sewer utility billing.
The day-to-day operations of City government are handled by the following professional staff:
Alexa Barton is the City Administrator for the City of Parkville. Barton began work in March 2022 and brought extensive experience in a broad array of local government areas, including strategic planning, economic development, infrastructure improvements and operations. Alexa received her bachelor’s and master’s degree with honors from Park University. Prior to arriving in Parkville, Ms. Barton worked for Belton, Grain Valley and Clay County in Missouri and for the Federal Reserve Bank in Kansas City.
The City Administrator is appointed by the Mayor with the consent of the Board of Aldermen. The City Administrator serves at the pleasure of the Board. The City Administrator is responsible for managing the day to day operations of the City and is responsible for the enforcement of all policies, laws, and ordinances set by the Board of Aldermen. The Administrator makes recommendations to the Mayor and Board of Aldermen concerning the operation, affairs, and future needs of the City.
The City Clerk is responsible for the following duties:
- Keeps and preserves the Seal of the City
- Municipal Code: Authenticates and records all ordinances and submits codification requests to update the City’s Code
- City meetings: Attends all meetings of the Board of Aldermen and the Finance Committee and keeps a true and accurate record of the business conducted by the Board
- Licenses and permits: Oversees processing of dog licenses, business licenses, liquor license applications, golf cart registrations and solicitor/peddler/canvasser permits
- Voting and elections: Serves as the City’s election official working with the Platte County Election Board to coordinate the filing and certification of municipal election candidates as well as the canvass of elections
- City records: Keeps all records and public documents not properly belonging to any other department
- Open records requests: Coordinates and responds to request for City records
- Administers oaths of office
- Boards and commissions: Maintains record of membership on all City-appointed boards and commissions
- Serves as the public information officer for the City.
Human resources are an important role in the recruitment, testing, hiring and promotional processes of City employees. Human resources includes employee policies, benefits administration, safety and workers compensation, employee relations, employee wellness program and payroll.

Finance provides internal support services, administration and management and external customer service for all areas of the City’s finances, cash management and utility billing. Finance provides oversight and compliance with federal, state and local statutes, regulations and codes to ensure the City’s accountability and prudent use of public funds. The department maintains internal controls and procedures for the safekeeping of assets, investments, efficient collection of City revenues, timely vendor payments, efficient procurement and timely utility billing services.
The Administration Department oversees sewer operations for customers in the Parkville sewer system.
